If he appointed a family member as regent, the unity government intended to exploit that decision to create gaps within the uprising, to sow discord and unhappiness amongst top management and somehow rotting the organization from the inside out.

And If he did not. They intended to turn the uprising leader he appointed as regent into a double agent, and have him betray Leo's trust in the end.
